District 11 is one of Singapore’s most name-dropped addresses and one of its least understood. It is not a neighbourhood, it does not match the URA planning areas, and a surprising number of properties marketed as being in it are not.
If you have spent any time looking at Singapore property listings, you have seen “D11” used as shorthand for prestige. It sits alongside Districts 9 and 10 in the Core Central Region — the traditional prime trio.
What most listings never explain is what District 11 actually covers, why it contains areas as different as a hospital precinct and a landed enclave, or why the same road can be described three different ways by three different agents.
This guide sorts that out: what the district really is, the distinct areas within it, where the boundaries genuinely get blurry, and what to check before you rely on a district label.
What District 11 Actually Is
Singapore’s property districts are a legacy of the old postal system. Before six-digit postal codes arrived, the country was divided into 28 numbered postal districts. The numbering stuck in the property market long after the postal service moved on.
District 11 comprises postal sectors 28, 29 and 30 — the first two digits of a six-digit postal code. Broadly:

District 11 is commonly listed as Watten Estate, Novena and Thomson.
The single most useful thing to know: the first two digits of a postal code tell you the district, definitively. A property at Singapore 309837 is in sector 30, therefore District 11. No interpretation required.
This is worth remembering, because district claims in listings are not always reliable.
Property professionals have long observed a pattern of address inflation — properties in Novena described as Newton, properties in Balestier described as Novena. The postal code settles it in seconds and costs nothing to check.
The Three Faces of District 11
What makes District 11 unusual is how little its component areas resemble one another. This is not a coherent neighbourhood with a single character. It is three quite different places sharing a number.
Novena and Moulmein — the medical and institutional core
The southern part of the district, around sector 30, is anchored by the HealthCity Novena precinct: Tan Tock Seng Hospital, the National Centre for Infectious Diseases, the National Skin Centre, the National Neuroscience Institute and the Lee Kong Chian School of Medicine, alongside private facilities including Mount Elizabeth Novena.
Around that core sits a dense mix of condominiums, malls — United Square, Velocity @ Novena Square, Square 2, Goldhill Plaza — and an MRT interchange with the rest of the island. This is the most urban part of the district and the part most people mean when they say “Novena.”
Watten Estate and Shelford — the landed enclave
Sector 28 is a different world. Watten Estate and Shelford are established low-rise residential enclaves, predominantly landed housing, quiet and green, on the fringe of the Bukit Timah belt.
Property here trades on privacy, plot size and proximity to the schools along Bukit Timah rather than on urban convenience. Someone buying in Watten Estate and someone buying beside Novena MRT are buying two entirely different propositions with the same district number.
Thomson and Lornie — the green corridor
Sector 29 runs north along Thomson Road towards MacRitchie Reservoir. This stretch is defined by its access to greenery — the reservoir, the nature reserve, the golf courses — and by a mix of older condominiums and landed housing along a major arterial road.
Note that Upper Thomson, further north, is a different district entirely. Thomson Road is one of the longest roads in Singapore and crosses several districts on its way north.
Where the Boundaries Get Confusing
Three specific points of confusion account for most of the misunderstanding.
Newton sits on a boundary
Newton is regularly described as District 9, District 10 and District 11, and the reason is simply that the Newton area straddles a district boundary. Roads on one side fall into District 11; roads on the other fall into District 9. Both descriptions can be correct for different addresses a few hundred metres apart.
The Novena planning area is not District 11
This trips up even experienced buyers. The URA divides Singapore into planning areas for land-use planning, and these are drawn on a completely different basis from the old postal districts.
The Novena planning area spans postal districts 8, 11 and 12. A property can be in the Novena planning area and in District 12. A property can be in District 11 and outside the Novena planning area. The two systems answer different questions and were never meant to align.
“Near Novena” is doing a lot of work
Balestier borders the Novena precinct and is District 12. Both are perfectly good places to live, but they are different districts with different price points, and a listing describing a Balestier property as “Novena” is stretching.
How to verify a district in ten seconds
- Get the full six-digit postal code from the listing or sales team
- Read the first two digits — that is the postal sector
- Sectors 28, 29 or 30 means District 11
- Cross-check the exact address on OneMap for its actual location
- If a listing will not give you a postal code, treat the district claim as unverified
What District 11 Offers That Its Neighbours Do Not
Setting aside boundaries, why does the district command the prices it does?
A rare combination of central and calm
District 11 sits just outside the Orchard belt — close enough that the shopping district and the CBD are a short ride away, far enough that residential streets are not absorbed into commercial density. Districts 9 and 10 are more central; District 11 trades a little of that for space and quiet.
An employment anchor that does not move
The medical precinct is the district’s distinguishing feature. Hospitals, specialist centres and a medical school employ thousands of people whose work cannot be relocated or done remotely, which produces steady rental demand from a professional tenant base. Few residential districts have an anchor of that kind.
Schools, in two different ways
The southern part of the district is near St Joseph’s Institution Junior and Anglo-Chinese School (Barker Road), while the western side sits close to the Bukit Timah education belt. School proximity is a genuine driver of demand here — but distances for Primary One registration are measured by the Ministry of Education on its own basis, so always verify with the official school-finder tool rather than relying on a marketing map.
Connectivity in several directions
Novena MRT sits on the North-South Line with direct access to Orchard, Dhoby Ghaut and Raffles Place. Newton is an interchange between the North-South and Downtown Lines. Stevens, just west, connects to the Thomson-East Coast Line. By road, the CTE and PIE are both close.
What to Actually Check Before You Buy in District 11
Given how varied the district is, a district label alone tells you very little about a specific property. Some things worth checking:
- The postal code, first. Confirm the district rather than accepting it.
- Which part of the district. Watten Estate, Novena and Thomson have different price bases, different buyer profiles and different resale dynamics. Comparing a Novena condo against a Watten Estate transaction tells you almost nothing.
- Actual walking distance to the MRT. Walk it yourself if you can. Marketing distances are measured generously and rarely account for road crossings or gradient.
- Tenure and, if leasehold, the lease commencement date. The district contains both freehold and leasehold stock, and a new leasehold launch often has a lease that began before completion.
- School distances, verified with MOE. Not from a brochure map.
- Comparable transactions on the same street or a genuinely similar one. URA’s transaction data is public and free.

District 11 is a postal legacy that happens to enclose three genuinely desirable but quite different places: a medical and institutional core around Novena, a landed enclave at Watten Estate and Shelford, and a green corridor running up Thomson Road.
The district number tells you the property sits in the Core Central Region and is priced accordingly. It does not tell you whether you will be living beside an MRT interchange or on a quiet landed street, and those are not interchangeable.
Check the postal code, work out which part of the district you are actually in, and compare against transactions from that same pocket. The label is a starting point for the research, not a substitute for it.
